David is a seasoned professional with a distinguished career spanning program, project and digital assurance reviews, and PMO and portfolio maturity assessments across Australia, Asia, the United Kingdom, Europe, and New Zealand. His expertise lies in consulting, designing, managing, and delivering enterprise and local PMOs, ICT/digital programs and projects, transformation initiatives, system rollouts, integrations, upgrades, maturity assessments, migrations, and transitions, with a strong emphasis on digital transformation.

David continues to work with and deliver assurance services to a diverse range of clients, including local, state, and national governments, financial and insurance organisations, as well as global, international, and enterprise-level entities. He plays a pivotal role in interacting with executive management and senior stakeholders to ensure the successful execution of projects and programs.

In recent years, David has conducted over fifteen P3M3 based maturity assessments and in excess of 250 assurance reviews for leading governments and organisations. In 2022, while working with a multinational client, David led the development and implementation of a comprehensive IT PMO practice. This initiative equipped the business with modern multidisciplinary PMO management skills, best-of-breed PM toolkits, and project/ portfolio management processes and tools, resulting in enhanced project and portfolio management capabilities.
