P3M3® Maturity Assessment
The NSW Government is leading the Parramatta North Program (Program), a whole-of-government, 42-hectare, major urban renewal initiative, and an essential enabler to achieving the NSW Government’s vision for the Westmead Health and Innovation District (WHID) – a Global NSW Lighthouse Precinct. The Greater Parramatta and the Olympic Peninsula (GPOP) Vision-19 outlines how the area will become Greater Sydney’s ‘true centre’. The Westmead health and education precinct is identified as one of the strong foundations in place to deliver this vision, attracting talent, investment, and creative and innovative activity.
The Precinct Development division, within Property and Development NSW, delivers master planning and master developer services for large and complex development projects. This typically includes multi-stage projects that will require a combination of planning, design, complex stakeholder management and securing funding.
Precinct Development sought a partner and method so as to better understand; areas of strength and improvement in relation to globally recognised good practice; portfolio, programme and project priority areas needing improvement; a road map to progressively transition to a desired portfolio, programme and project management maturity levels; its current portfolio, programme and project management maturity, benchmarked against other similar organisations; and recommendations to support the maturity of capabilities, people, process and tools as the delivery portfolio further grows and evolves.

The Precinct Development division is a “start-up” agency within Property and Development NSW, with several agencies working across and within the portfolio, and an environment which is highly complex with extensive public consultation and inputs. The Precinct Development portfolio has programmes spread over three geographic areas – up to 300 km apart. Government funding has been delayed due to conflicting priorities. Precinct Development has not been able to recruit the necessary staff so has had to use external consultants for all current delivery leadership roles.
The assessment was based on a four phased approach, allowing the PM Solutions accredited P3M3® assessment team to examine and comprehensively assess the maturity of the organisation across portfolio, programme, and project management. The assessment approach included:
