Overview.

A leading Australian state government state policing service is facing a critical decision regarding the replacement of its fingerprint capture systems, both in-station and field-based. As the current contracts for these systems are nearing expiration, the police service must address the risks associated with aging and unsupported equipment, as well as potential declines in fingerprint capture rates.

Business need.

Fingerprint capture is essential for law enforcement purposes, enabling the identification of offenders, detection of fraudulent identification, and the provision of evidence for investigations and prosecutions. The police service relies on both in-station and field-based devices to capture fingerprints efficiently and accurately.

Challenges.

Aging Equipment: the Field ID devices are becoming outdated and prone to damage, limiting their reliability and functionality.

Vendor Support: as the end-of-life for these devices approaches, vendor support will cease, making it difficult to maintain and repair them.

Potential Decline in Capture Rates: the aging Field ID devices may contribute to a decrease in fingerprint capture rates, hindering investigations and prosecutions.

Business Continuity Risk: failure to replace these systems could disrupt critical law enforcement operations and compromise the ability to identify and apprehend offenders.

Results.

PM Solutions delivered a comprehensive business case for the police service, aligned with state government Treasury requirements and guidelines.

The business case included the following key components:

  • Preliminary (P60) and Final (P90) Business Case: these documents provided detailed analysis and recommendations for the replacement of the fingerprint capture systems.
  • Detailed Schedule: a comprehensive timeline outlining the project’s phases, milestones, and expected duration.
  • Financial Cost and Delivery Modelling: analysis of the costs associated with each option, including capital expenditures, operational expenses, and potential savings.
  • Options Analysis and Preferred Option: evaluation of the available options and identification of the preferred solution based on various criteria, such as cost, benefits, and risks.
  • Benefits Model: assessment of the tangible and intangible benefits that would be realised through the implementation of the preferred option.
  • Network Model and Plan: a detailed plan outlining the dependencies, relationships, and critical path for successful project execution.

By providing these comprehensive deliverables, PM Solutions supported the state government police service in making informed decisions and ensuring a successful implementation of the fingerprint capture system replacement project.
